A KRA PIN can carry one or more tax obligations. An active individual Income Tax obligation generally means KRA expects an annual return for that obligation until it is officially changed, cancelled or placed into an approved status.

PIN and obligation are not the same thing
Your PIN identifies you in the tax system. An obligation describes a particular filing or payment responsibility linked to that PIN. Income Tax, VAT and PAYE are different obligations with different rules.
Why the status matters
If individual Income Tax is active, an annual return may be expected whether you had income or not. No income can point to a nil return; income usually points to a normal return.
KRA also describes a PIN Without Obligation for individuals who are not currently engaged in taxable activity. That status is different from having an active Income Tax obligation and filing nil.
Do not assume cancellation is complete
If you apply to cancel a PIN or obligation, KRA advises continuing to file and pay as required until official confirmation is received. Keep the acknowledgement and confirmation for your records.
